Miljøstyrelsen videreformidler en henvendelse fra ENV Waste Expert Group til industriorganisationer og interesseorganisationer, der ikke er en del af de kompetente myndigheder i medlemsstaterne.

Miljøstyrelsen har modtaget en henvendelse/orientering fra ENV Waste Expert Group vedrørende den ekspertgruppe, som Generaldirektoratet for Miljø under Europa Kommissionen (DG ENV) oprettede i 2015.

DG ENV har taget initiativ til, at udvide gruppens medlemskab, hvor første runde har frist den 15. oktober 2024 med henblik på at vælge medlemmer, der ikke er en del af de kompetente myndigheder i medlemsstaterne.

Miljøstyrelsen har modtaget henvendelsen/orienteringen med henblik på videreformidling og har ikke har yderligere oplysninger end det, som er angivet i skrivelsen. We would like to inform you that the attached continuously open call for applications from EU umbrella associations and federations from industries, EU umbrella NGOs and Umbrella associations representing in the EU local and regional authorities in the area of waste has been launched by the Commission on 4 September 2024:

In a nutshell:

In 2015, the European Commission’s Directorate-General for Environment (‘DG ENV’) set up an expert group on waste composed of Member States’ experts to provide the Commission with advice and expertise regarding the development and implementation of EU waste legislation.

In the next years, DG ENV will have to deal with the preparation of many secondary pieces of EU legislation and new policy initiatives in the area of waste, including the move to a circular economy system that maximises resources efficiency, minimises waste and brings back materials in the economy. This will require regular advice not only from Member States and EEA EFTA States, but also from a number of industry organisations and NGOs concerned regarding the development and implementation of EU waste legislation.

In light of the above, and for the sake of efficiency, DG ENV has taken the initiative to expand the group’s membership via a continuously open call for applications in the area of waste, to set up sub-groups for the different waste streams, and to dissolve subsequently other existing expert groups relating to specific waste streams (ship recycling, RoHS, extractive waste).

For a first round of evaluations, the Commission is calling for applications by 15 October with a view to selecting members of the group other than competent authorities from Member States or EEA EFTA States:

  1. EU umbrella associations and federations from industries responsible for the manufacturing, placing on the market or use of products which are likely to become waste, as well as from industries responsible for the waste management sector;

  2. EU umbrella non-governmental organisations advocating for environmental, human health or consumer protection in the area of waste;
  3. Umbrella associations representing in the EU local and regional authorities acting in the field of waste management.

DG ENV will take the following criteria into account when assessing applications:

  • Proven and relevant competence and experience, including at European and / or international level, in specific areas of waste relevant for batteries, end-of-life vehicles, packaging, waste electrical and electronic equipment (WEEE), waste shipment, landfill of waste, extractive waste, restriction of hazardous substances (RoHS), ship recycling, single-use plastics, sewage sludge, other waste streams included in Directive 2008/98/EC on waste (municipal waste, bio-waste, textile, construction and demolition waste, hazardous waste, waste oils, food waste) or any other EU waste legislation using the Committee established by Article 39 of the Directive 2008/98/EC on waste;
  • Prepresentativeness of the umbrella organisation at EU level, having members in at least 5-7 Member States;
  • Competence, experience and hierarchical level of the proposed representatives;
  • Good knowledge of the English language allowing active participation in the discussions.
