Gebyret for behandling af sager om import og eksport af affald stiger pr. 1. juli 2021 til 32.383 kr.

Gebyret justeres pr. 1. juli 2021 for at sikre, at opgaveløsningen og digitaliseringen af området vil være dækket at gebyrindtægten.

Det er artikel 29 i Transportforordningen (EU’s forordning nr. 1013/2006 om overførsel af affald), der giver mulighed for, at Miljøstyrelsen, som kompetent myndighed, kan opkræve et administrationsgebyr til dækning af styrelsens omkostninger til behandling af anmeldelser om overførsler af affald og til kontrol med overførsler af affald. Gebyret er fastsat i Bekendtgørelse nr. 1031 af 27/05/2021 om overførsel af affald og overførsel af brugt elektrisk og elektronisk udstyr (import-/eksportbekendtgørelsen).  

Det følger af Finansministeriets budgetvejledning afsnit 2.3.1., at taksten for gebyrer skal fastsættes således, ”[…] at der tilstræbes fuld dækning for de omkostninger, der er forbundet med et pågældende gebyrbelagte område”. Det skal én gang årligt vurderes, om omkostningerne skal reduceres eller gebyrsatsen justeres for at sikre balance mellem indtægter og udgifter, således at udligning tilstræbes over en periode på maksimalt fire år, fra og med det år hvori ubalancen opstår. 

Gebyrsatsen justeres pr. 1. juli for at sikre at gebyrordningen er i økonomisk balance. Dertil arbejder Miljøstyrelsen med en vision om, at den effektive sagsbehandlingstid i 2023 skal være inden for tidsrammen af Transportforordningen. For at det skal lykkes, kræver det ressourcer til udvikling af området, således at den rette kapacitet på området opnås. The fee for processing cases on shipments of waste increases to 32383 DKK The increased fee is valid from July 1, 2021

The fee is adjusted to 32383 DKK so that the processing of the notifications and the digitalization of the notification process is covered by the fee income.
The increased fee applies from July 1, 2021.

According to article 29 in EU's Regulation 1013/2006 on shipment of waste, it is possible for The Danish EPA as competent authority to charge an administration fee to cover the Agency’s costs in relation to the administrative processing of notifications concerning shipments of waste and to the supervision of shipments of waste.

The fee is stipulated in the Danish Statutory Order on shipment of waste and shipments of used electrical and electronic equipment (No. 1031 of May 27, 2021).

The budget guidance from the Danish Ministry of Finance states in section 2.3.1., that the rate of fees must be set in such a way "[…] that full coverage is sought for the costs associated with the fee area". Once a year, it must be assessed whether the costs should be reduced or the fee rate should be adjusted to ensure a balance between income and expenditure, so that equalization is sought over a period of a maximum of four years, starting from the year in which the imbalance occurs.

The fee rate is adjusted per. July 1 to ensure that the fee scheme is in financial balance. In addition, the Danish Environmental Protection Agency is working with a vision that the effective case processing time i 2023 must be within the frame of the Regulation 1013/2006 on shipment of waste. For it to succeed, it requires resources to develop the area so that the right capacity in the area is achieved.
